The Assessor's primary duty and responsibility is to assess all "real property" within the jurisdiction. Included in this would be four classes of property; residential, commercial, industrial, and agricultural.

The Auditor records proceedings of the Board of Supervisors, conducts all elections, and maintains voter registration files. The Auditor also has duties relating to platting, issues all warrants and payroll, prepares financial reports and collects levies from other governmental entities, and compiles data for the collection of taxes.

The goal of the Howard County Conservation Board is to encourage awareness and enjoyment of our Natural Resources by providing a better understanding of our environment. The HCCB provides the public with approximately 2000 acres, 35 county conservation managed areas, helping to conserve out natural resources, preserve scenic sites, and discover outdoor recreation opportunities in Howard County.

This agency acts as a liaison and counsels various emergency response agencies, government entities, and institutions. The Emergency Management Agency serves on the E-911 Board, coordinates state and federal assistance with the local communities. This agency also has to have knowledge of many local, state, and federal laws and is in charge of the Hazmat Incident Response Training.

The County Engineer must be a licensed professional civil engineer, is under the direction of the Board of Supervisors, and is responsible for the Secondary Roads Department. The Secondary Roads Department is charged with performing efficiently and economically all construction and maintenance work on the secondary road system.
The Board of Supervisors establishes policy and the County Engineer executes this policy.

This office records land documents, records and issues certified copies of birth, marriage, and death records, and issues marriage licenses.
The Recorder also registers and titles boats, snowmobiles and ATV's, issues hunting and fishing licenses, and processes passports applications.

The County Sheriff's Department is responsible for enforcing federal,state, county, and municipal laws and ordinances. This department patrols almost 800 miles of roads and routinely patrols the streets of municipalities.
The Sheriff is responsible for criminal investigations in the county, maintains the 10 bed county jail, serves Civil Process papers and court orders, and attending involuntary Hospitalizations and Condemnation hearings.

The Supervisors meet once a week on Mondays at 9:00am in the Courthouse Boardroom. All meetings are open to the public and the Supervisors encourage residents to attend.
Each Supervisor is asked to sit on various Boards and represent Howard County in the decision-making of those Boards.
Terms of Supervisors are every four years.

The Treasurer's office is responsible for all transactions with motor vehicle registration and collection of Use Tax, preparing and mailing annual tax statements, property tax collections, and tax apportionment to all taxing bodies. The County Treasurer is also responsible for investment of county funds, balancing financial records, issuing drivers licenses, CDL testing, and issuing CDL licenses.
